A smart platform for the quantum sovereignty of the future
The global race for control over quantum information has placed Europe in a paradoxical position. The world-class scientific research ecosystem in quantum semiconductor and superconductors appear to be lacking in Europe (European Commission [EC], 2025) a rapid, integrated and industrially viable method for transforming them into validated devices and producing them at scale. The ODS ACCIÓ Foundation and other leading organisations specialising in Artificial Intelligence-based methodologies have presented a project aimed at resolving this quantum fragmentation.
Currently, research and development (R&D) into next-generation information processing technologies is fragmented. Conventional semiconductor materials and existing chip manufacturing, assembly and packaging processes have been optimised for conventional electronics. As a result, they are unsuitable for the unique demands of quantum devices. These devices require ultra-high purity, atomic-scale precision, absolute cryogenic compatibility and scalable performance through multiplexed control and readout.
At present, materials development, atomic-scale characterisation, simulations, and transport measurements are carried out in separate environments. The information generated at these stages is only partially reused between iterations. This technological siloing slows down component optimisation, perpetuates the costly trial-and-error approach, unnecessarily increases material and energy consumption, and delays the industrial adoption of quantum computing.
To reverse this situation, this project proposal introduces an ambitious, comprehensive AI-based platform for the manufacture of semiconductors and superconductors. Its major innovation lies in interlinking every link in the value chain through a closed-loop workflow. The system connects design, material growth, characterisation, modelling, digital twins, and final validation into a single, accelerated process.
This intelligent infrastructure continuously processes experimental data to fine-tune, in real time, the production of quantum materials with atomic-scale precision. With this approach, the project accelerates the innovation cycle and paves the way for the manufacture of commercial quantum processors in Europe.
Direct Contribution to the Sustainable Development Goals (SDGs)
The implementation of this project redefines the continent’s technological sovereignty and aligns with the following SDGs:
- SDG 7: Affordable and Clean Energy: Quantum computing promises to solve complex logistical and climate-related problems whilst drastically consuming less energy than classical supercomputers and accelerates the adoption of these efficient technologies through its own automated production process.
- SDG 9: Industry, Innovation, and Infrastructure: This project will create a state-of-the-art industrial infrastructure and democratise access to advanced quantum manufacturing capabilities. By bridging the gap between the laboratory and large-scale production, it modernises Europe’s industrial fabric.
- SDG 12: Responsible Consumption and Production: By replacing the traditional trial-and-error method with AI-based simulations and digital twins, the use of critical raw materials is optimised. This minimises waste of scarce semiconductor and superconducting materials, significantly reducing the ecological footprint of advanced R&D.
In conclusion, the project will provide European industry with an indispensable platform to lead the quantum era in a sustainable, clean, and competitive manner. Direct Contribution to the Sustainable Development Goals (SDGs)
